Constituencies 2023
-
In national elections (Parliamentary elections, European Parliament elections and Presidential elections), the country is divided into constituencies based on the division of regions according to the legislation in force.
In Parliamentary elections, the seats in parliament are allocated to the constituencies in accordance with a Government decision.
The whole country is a single constituency in Presidential elections and in the European Parliament elections – seats are not divided in different areas, but all the votes cast are counted when calculating the result of the elections. The same method is applied in Municipal elections in each municipality, in other words, each municipality is a constituency of its own. The division of constituencies of Parliamentary elections is applied in the technical implementation of both the Presidential election and the European Parliament elections.
The division into constituencies was changed in the act on amending the Election Act (271/2013) that entered into force on 1 September 2013, and the act is applied for the first time in the Parliamentary elections 2015 (19 April 2015).
In accordance with the transitional provision of the act, the old division into constituencies that includes 15 constituencies was, however, applied to the 2014 European Parliament elections. Municipalities were placed into constituencies according to the constituency division in force.
According to Section 5 of the Election Act (714/1998) the country is divided into the following 13 constituencies based on the division of regions (municipalities are placed in constituencies according to the legislation in force).
