Description

The innovation survey carried out every second year is part of the joint project Community Innovation Survey (CIS) coordinated by Eurostat and made in all EU Member States. The main objective of the innovation survey is to examine the generality of innovation activity by enterprises and to chart the characteristics and measures related to innovation activity. The survey makes use of an EU harmonised data collection questionnaire and uniform definitions and methods. The key concepts of the survey are based on the definitions of OECD and Eurostat (Oslo Manual, Guidelines for collecting and interpreting innovation data, 3rd edition, OECD 2005). The statistics are statutory (Finland's Statistics Act 280/2004) and the regulations of the European Union in part require the collection of the data in question (Decision of the European Parliament and the Council (No 1608/2003/EC) and the Commission’s implementing Regulation (No 1450/2004)).

Innovation activity and innovations are prerequisites for economic growth and development, competitiveness and well-being. Research and development (R&D) is a key component of innovation activity, but on the whole innovation activity is a considerably wider concept than R&D. Innovation activity includes a number of activities not belonging to R&D; innovation indicators and statistics describe enterprises' development processes from start to finish, all the way from the information sources of ideas to the generality of the innovations taken into use.

Data content

Statistics on innovation activity contain information on the prevalence and nature of innovation activity related to product and process innovations in enterprises, and data on the generality of the introduction of marketing and organisational innovations. The extent and nature of innovation activity is described according to the size category and industry of enterprises. The survey covers enterprises employing at least ten persons in manufacturing (incl. mining and quarrying, electricity, gas and air-conditioning supply, and water supply and waste management) and in certain service industries.

Classifications used

Standard Industrial Classification, Standard Industrial Classification TOL 2008, Handbooks 4, Statistics Finland.

The size of the enterprise (mainly 10 to 49 persons, 50 to 249 persons and 250+ persons).

Data collection methods and data sources

The data are collected from enterprises (a total survey from enterprises employing at least 250 persons, a sample survey from enterprises employing 10 to 249 persons, stratified simple random sampling as the sampling method). The main method of delivery for the data is an electronic form.

Every second year.

Time of completion or release

Data are released approximately 16 months from the end of the statistical reference year. Exact release dates are reported in the Release Calender at http://tilastokeskus.fi/ajk/julkistamiskalenteri/index_en.html.

Time series

Statistics Finland has conducted innovation surveys since the 1990s but not all the survey data are comparable with one another. This is due to changes made to concepts and their definitions, changes in question layout and classifications, for example.
