Statistics Finland compiles statistics on pupils accepted or transferred to special education in comprehensive schools, part-time special education and special vocational education. Data are also collected on special education arrangements in upper secondary general education. Data on special education are published annually in Statistics Finland’s Educational Institutions publication.
The first statistics on special education within comprehensive school education were compiled in 1998 and since 2001 they have been produced annually. Data on special education within vocational education and on special education arrangements in upper secondary general schools have been collected since 1999.
The statistics contain data on special education within comprehensive school and vocational education (and on special education arrangements within upper secondary general school education).
The statistical data contain Statistics Finland's, the Educational Administration's and international classifications of fields and levels of education, classifications describing educational institutions and various regional classifications. The grounds or reason for special education are classified in the way agreed with the Educational Administration.
The data are collected from all comprehensive schools in Finland with an Internet form.
The statistics are produced yearly.
The statistics on special education in comprehensive schools are completed in June, those within vocational education in November.
Statistics Finland has compiled statistics on special education for the academic years of 1979/1980, 1981/1982, 1983/1984 and 1987/1988, but the data in them are not fully comparable. Since 1995, Statistics Finland has collected data concerning special education from the financing perspective on pupils accepted or transferred to special education. These data are comparable but do not contain information about part-time special education.
In 1998 and then annually starting from 2001 Statistics Finland has compiled statistics on special education that include admissions and transfers to special education as well as part-time special education. From the years 1998 to 2002 the data on special education are not comparable. Data on special education in vocational education and special education arrangements in upper secondary general school education have been collected since 1999.
