Statistics Finland's Classification of Sectors was revised as wellbeing services counties started their actual activity on 1 January 2023. This has an effect on the local government sector (S1313), which was divided into two sub-sectors: local government excl. wellbeing services county administration (S13131) and wellbeing services county administration (S13132).
In the statistics on general government revenue and expenditure by quarter, the original data are released separately for the wellbeing services county administration and other local government starting from the publications of June 2023. Seasonally adjusted and working day adjusted data as well as trend series are published on the summary level of local government S1313 until enough observations have been accumulated for the modelling of seasonal adjustments of the sub-sectors.
Sector S13131 Local government excl. wellbeing services county administration comprises all local government data up to 2022. In the first quarter of 2023 there is a break in the time series as the responsibility for the provision of healthcare, social welfare and rescue services was transferred from municipalities and joint municipal authorities to the wellbeing services counties.
The local government data for 2023 involve greater uncertainty than usual due to the new data and statistical methods. The data can become more revised than usual when the first annual statistics according to the new Classification of Sectors are completed in 2024. Especially the figures of the sub-sectors of local government can become revised as data accumulate.
