Description

The statistics on local government sector wages and salaries describe the numbers and earnings of employees of municipalities and joint municipal boards by variables like industry, occupation, education, gender and age.

The data derive from inquiries of Statistics Finland concerning monthly and hourly paid employees to which municipalities and joint municipal boards report annually data on their employment contracts and wages and salaries valid on the first weekday of October

Data content

Data on the service relationships and wages and salaries, and the classifications relating to them in the local government sector (municipalities and joint municipal boards).

The data on the wage and salary earners include those on gender, age, occupation and education. The data concerning the employer and workplace describe e.g. operating unit and its location and industry.

Monthly paid employees

The data on service relationships describe e.g. full-time/part-time employment, permanent/fixed-term employment, occupation and education. Data on working hours include the decree regulating working hours, weekly working hours, duration of service and holidays. The used concepts of earnings include basic pay, earnings for regular working hours and total earnings.

Hourly paid employees

The data on service relationships describe e.g. full-time/part-time employment, permanent/fixed-term employment, form of remuneration and pay group. Data on working hours include hours worked, length of service and holidays. The used concepts of earnings are basic hourly pay, average hourly earnings for regular working hours and average total hourly earnings.

As a rule the data are public, but all unit-specific data are confidential. Data on pay are only published for groups of at least six persons. For data protection reasons, only limited data are available on earnings by individual municipality or joint municipal board.

Classifications used

The data are mainly classified by Statistics Finland’s classifications of occupations and education, and by industry, region and type of municipality. Other classifications used in the local government sector include the classification of administrative sectors.

Data collection methods and data sources

Statistics Finland sends an annual inquiry to all municipalities and joint municipal boards concerning employment relationships and pay data valid on 1 October. The data are received in electronic format from the payroll systems of municipalities and joint municipal boards via the Internet. The data collecting system also provides employers with feedback statistics which allow them to participate in the verification of the correctness of the data.

The data are published annually in April/May.

Uniform statistical data on the monthly paid employees in the local government sector are available starting from1975. Statistics on the local government sector are available as documented files from the years 1975, 1980, 1985 and from 1990 onwards.
