The data are collected for the calculation of R&D funding included in the state budget. The data are used by Finnish political decision-makers and by the OECD and Eurostat. The data to be collected comprise budget and other funding granted to research and development according to the social policy objective. The data are collected by mail inquiry from public administration units (around 70). The obligation to provide data is based on the Statistics Act (280/2004). Some of the data are obtained direct from the state budget proposal. The data are collected once a year. The collection is started when the state budget is completed in September to October.

By law, data collected for statistical purposes must be kept confidential.
The revised Nabs2007-classification is used in the inquiry concerning the year 2008. The effects of this change are minor.
