The data collection extends to all students registered on 20 September 2010 as present or absent in education leading to a polytechnic degree or a higher polytechnic degree, students in vocational teacher training and those completing specialisation studies. It also concerns the students who started their studies after 20 September 2009 and were present in spring term 2010 but had not registered as students for the autumn term by 20 September 2010. The student file should be submitted to Statistics Finland in CSV format (colon separated) by 1 October 2010.

The obligation to provide data is based on the Statistics Act (280/2004). The Statistics Act obliges Statistics Finland to treat the provided data as confidential.
